Unified Development Ordinance (UDO)

Effective January 1, 2026, the Ward Unified Development Ordinance (UDO) replaces the early 1990s Subdivision and Zoning Regulations. The full UDO, Master Zoning Map and Master Land Use Map can be accessed below.

The purpose of the UDO is the promoting and advancing the health, safety, and general welfare of the people of the City. It is designed to protect and stabilize some areas of the City while guiding new development in others. The UDO also divides the City into zones (updating the previous zones) prescribing the use and development of the land, the density of the development, the use, character, bulk and location of buildings, and the layout and construction of streets and drainage.

The UDO shall apply to all land and structure within the city's planning area, to the extent authorized by state law and adopted by the city's Planning Commission and implemented by Ordinance of the City Council.
